You have a rep come out and look at your project. They give you a rough idea of what can be done and a ball park cost that sounds reasonable. Ok so far—next you have to pay for the actual estimate. Some of that fee can be applied to the overall cost, but the real cost ends up double what your told at the initial sales call and your out the fee to have them give you a real estimate. I guess it keeps you from shopping for the best deal.
